The Residential Energy Services Network (RESNET) Web site offers almost everything you always wanted to know about the subject. A recent addition to the site is the Financing Energy Efficiency Handbook A for Lenders. It includes an overview of energy-efficiency financing. The heart of the document is complete guidelines for secondary mortgage lenders Freddie Mac and Fannie Mae, as well as those for FHA's program. Also included is a directory of key national contact people and a glossary.

If you're looking for a lender knowledgeable about energy-efficient mortgages, RESNET's Web site offers an extensive list of mortgage lenders in 10 states: Alaska, Arkansas, California, Colorado, Indiana, Mississippi, Oregon, Utah,Vermont and Wisconsin. A number of notable names appear, including Norwest, Banc One Mortgage, Key Bank and Chase Manhattan. Home energy rating programs are also listed.
